On World Access to Information Day, POA and Metro Center called on the government to issue guidelines for the Information Act and make official documents and statistics available to citizens, media, civil society organizations and experts to become partners in the fight against corruption.
On September 28th, 2025, coinciding with the World Access to Information Day, the team of Metro Center received Hogr Cheto, President of the Public Aid Organization and President of Shams Network for Election Monitoring.
We agreed on the importance of ending the culture of information confidentiality and classifying most information as institutional secrets.
Both sides considered it necessary for the future Kurdistan Regional Government to issue necessary guidelines for the implementation of the Right to Information Law in accordance with Article 25 of Law No. 11 of 2013, in coordination with the Independent Human Rights Commission
The right to information is enshrined in Article 19 of the Universal Declaration of Human Rights, Article 19 of the International Covenant on Civil and Political Rights and Article 10 of the UN Convention against Corruption.
Article 25 of Law No. 11 of 2013 on the Right to Information in the Kurdistan Region, which states that the Council of Ministers in coordination with the Independent Human Rights Commission to issue necessary guidelines to facilitate the implementation of the provisions of this law.
Twelve years after the enactment of the law on August 8, 2023, the ninth cabinet decided to form a joint committee between the government and the Independent Human Rights Commission to prepare a draft guideline for the Right to Information Law.
